Procedures for Crew Embarkation, Disembarkation, and Supply Operations in the Turkish Straits.

Crew Change (Bosphorus & Dardanelles)

1. General Rules for Crew Change

  • All embarking/disembarking persons must carry a valid civil passport & seaman book.
  • Persons under 18 years old are NOT accepted as seafarers, even with a valid seaman book.
  • Anyone without a valid seaman book is treated as a passenger by local authorities.
  • Passengers (except on dangerous cargo carriers) may embark/disembark during transit, but sanitary & light dues will be charged based on free pratique tariff.
  • Dangerous cargo carriers whose ITC (1969) does not permit passengers cannot embark/disembark anyone without a valid seaman book.
  • After crew change, the crew list & number of crew onboard must comply with the vessel’s Safe Manning Certificate.

2. Documents Required for Crew Change

Provide the following hard copies

  • Crew List6 copies
  • Store List2 copies
  • Cargo Manifest2 copies

Documents to Be Sent One Day Before Arrival

  • Minimum Safe Manning Certificate
  • Safety Equipment Certificate
  • Safety Equipment Certificate – Form E
  • Crew List
  • Seaman Book (first page) of all disembarking crew
  • ISPS Certificate
  • Continuous Synopsis Record (CSR) Certificate
  • Registry Certificate
  • Class Certificate

3. Immigration Requirements

Nationalities of all joining & leaving crew must be reported in advance.

Important: Some nationalities cannot receive visas at the border. Advance verification is essential.

4. SUPPLY OPERATIONS

Small Deliveries

Small supplies may be delivered immediately before/after passage at the southern entrance/exit of Bosphorus during navigation.
